This position is represented by the Anchorage Municipal Employees Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the AMEA.

DEPARTMENT: Project Management & Engineering

HOURS OF WORK: Monday - Friday, 8:00am - 5:00pm

LOCATION: 4700 Elmore Road

This position is eligible for a five percent (5%) additional professional certification pay with a valid State of Alaska Professional Engineering (PE) license. Eligible candidates are required to provide evidence of the professional certification.

Example of Duties

Design and prepare plans, and construction contract documents for municipal street, drainage, site, and water quality projects, utilizing computer-aided design, drafting software applications, and recognized design criteria. Work includes scoping, planning, design and preparation of construction documents, including drawings, specifications, bid proposals and detailed estimates of probable construction costs for new or upgraded municipal street, trail, drainage, site, and water quality improvements or projects.

Position responsibility includes detailed research of existing conditions, site analysis, design study public process, in addition to the detailed design and preparation of construction documents, including stamping reports and final construction documents. Also, include oversight and coordination of all aspects of design, such as surveys, soils, public information, permitting, traffic, lighting, impacts to utilities, hydraulic calculations, right-of-way and easement requirements and assistance with acquisition, cost estimating, bidding, liaison during construction, and resolving project impacts on adjoining properties.

Coordinate across departments and agencies to draft updates to existing municipal design criteria and specifications for street, non-motorized, drainage, site, and water quality projects and assist in the development of new design criteria and specifications to support the expansion of non-motorized infrastructure and the implementation of the AMATS Non-Motorized Plan.

Review plans and special provisions for street, non-motorized, drainage, site and water quality projects from municipal departments including Project Management & Engineering, Traffic Engineering, and Private Development along with outside agencies such as Alaska Department of Transportation and Public Facilities to confirm conformance with applicable design criteria, specifications, Municipal Code, municipal district and neighborhood plans, and transportation planning documents such as the AMATS Non-Motorized Plan.

Provide technical engineering support for the development of planning documents by agencies including Anchorage Metropolitan Area Transportation Solutions (AMATS) and the municipal Planning Department including advising on topics such as Context Sensitive Solutions, Complete Streets, Vision Zero, and Safe System Approach along with providing technical expertise in designing non-motorized infrastructure and familiarity with applicable design guides such as the FHWA Bikeway Selection Guide, FHWA Separated Bike Lane Planning and Design Guide, AASHTO Guide for the Development of Bicycle Facilities, NACTO Urban Street Design Guide, and NACTO Urban Bikeway Design Guide.

Minimum Qualifications

Education

Bachelor’s degree in Civil engineering, Architectural Engineering, Environmental Engineering, Electrical Engineering, Geomatics, or a closely related discipline, and four (4) years of professional engineering or land surveying experience.

OR

Associate’s degree in Civil Engineering, Architectural Engineering, Environmental Engineering, Electrical Engineering, Geomatics, or a closely related discipline, and six (6) years of professional engineering or land surveying experience.

License & Certification

  • Valid State of Alaska Driver's License and satisfactory driving record at the time of hire.

  • Possess a State of Alaska Professional Engineer Certification (or obtain certification within 6 months of hire).

Preferences

  • Experience using AutoCAD Civil 3D to prepare construction drawings for road and drainage projects.

  • Experience using EPA SWMMM, Autodesk Storm and Sanitary Analysis or similar drainage modeling software.

-Experience using the Microsoft Office suite of software.

All required certifications and licenses must remain current for the duration of employment.

Military Service Interview Preference:

Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
