Advancia Aeronautics Financial Operations Policy Analyst in Anchorage, Alaska

Position Title: Financial Operations Policy Analyst Division: AA Location: Remote Position Summary The Financial Operations Policy Analystrole provides functional/technical policy review and development assistance to the Defense Health Agency (DHA) J8 Financial Operations Division (FOD) civilian and contractor personnel. Specifically:

Essential Duties and Responsibilities *Reports to the Defense Health Agency (DHA) J8 Financial Operations Division (FOD) Senior Financial Policy Advisor (SFPA)

*In absence of the SFPA, facilitates and/or supports cross-organizational or cross-functional working groups, teams, or other integrated groups in support of Military Health System policy development

*Prepares position papers and action memorandums to complex and sensitive inquiries often in support of Congressional inquiries that are included in Congressional testimony by key agency officials

*Review(s) and/or coordinate(s) on all HRMandP taskers; based on review and experience, makes recommendations to HRMandP senior leadership and ensures taskers have been properly closed and filed

*Ability to access General Fund Enterprise Business System (GFEBS) and Defense Enterprise Accounting and Management System (DEAMS) to pull financial information utilized to provide senior leaders with supporting data for updates and/or executive summaries

*Assists government leadership with the creation, review, and implementation of policy pertaining to Financial Improvement and Audit Readiness and OMB Circular A-123, Management's Responsibility for Internal Control

*Interprets existing financial management processes, audit readiness and opinions, financial documents; proposes health resource management policy to address existing capability and/or process gaps; drafts policy

*Participates and/or facilitates the Financial Policy Synchronization Working Group and the HRMandP/Health Affairs Functional Champion Working Group

*Participate in working group discussions with organizations to review policy and give recommendations that involve the consideration and development of changes in policies, practices, methods, procedures, and/or organizational structures

*Collaborate with DHA Joint Directorate organizations to implement policy and facilitate change management activities

*Travel to support client work, as requested

Education and Experience Requirements EDUCATION: *Bachelor's Degree in Financial Analysis, Accounting, Management, Business or other related/allied discipline

EXPERIENCE: *Three (3) years minimum experience supporting DoD Financial Management, Financial Management policy

*Five (5) years minimum experience in DoD policy development, review and facilitation

*Extensive knowledge of the Military Health System and the organizational structure; specifically, Health Affairs, Defense Health Agency, and Military Medical Departments

*Ability to develop and implement organizational policies and procedures

*Ability to advise or assist management on accounting and financial management matters

*Knowledgeable of the Planning, Programming, Budgeting and Execution cycle, and Federal Financial Management Regulations

*Knowledgeable of Federal accounting standards, fiscal law, policies, regulations, principles, internal controls and procedures to financial management activities

*Knowledgeable of the missions, organizations, programs, and requirements of health care delivery within Department of Defense

*Extensive knowledge of policy issuance process (Department of Defense Directives, Instructions and Directive Type Memorandums)

*Strong writing and analytical skill set; position will require a high degree of fact-finding and research

*Extensive experience with Microsoft Word, PowerPoint, Excel, and OneNote

*Ability to operate in a "high stress" environment wi h minimal supervision

*Strong communication skills, both written and oral
