Chevron is seeking an individual contributor residing in Cairo responsible for coordinating and managing external stakeholders in Egypt to ensure compliance with and efficient implementation and execution of requirements and processes associated with Concession Agreements, Joint operating Agreements etc. The position has no direct reports and will report to the Chevron Commercial Manager.

Responsibilities for this position may include but are not limited to:

  • Responsible for implementing Joint Operating Agreements (JOAs) and Concession Agreements in Egypt that currently include 4 Chevron operated blocks and 2 non-operated blocks, and for any future blocks with Chevron participation; coordinating governance processes under these agreements; ensuring appropriate documentation systems are in place; and engaging with government entities and fellow block participants to support these processes.

  • Responsible for interface with JV companies managing Development and Production phases on relevant blocks with Chevron participation.

  • Responsible for providing commercial support (analysis, strategy, counterparty engagement) for agreements and negotiations required to commercialize gas discoveries in Egypt or potential new sources of regional imported gas.

  • Support senior-level stakeholder management including engagements with government, Egyptian oil and gas entities, and International Oil Companies.

  • Required Qualifications:

  • Commercial and Governance Experience: Candidate should have a broad oil and gas background with 8+ years’ experience in the Upstream business in Egypt, preferably with major international oil companies and with a commercial and or governance background. Demonstrated capabilities in problem-solving, influence and advocacy, and commercialization of energy projects in Egypt. Technical background is a plus but not essential.

  • Language : Candidates must speak, read, and write fluent Arabic and be able to communicate with a high level of proficiency, both written and oral, in English. Seeking candidate with direct experience with oil and gas concessions and joint ventures in Egypt in a commercial or governance capacity.

  • Education: Candidate should have at least an undergraduate degree, a degree in Business Administration or Legal (undergraduate or graduate) is desirable.

Preferred Skills and Competencies:

Candidates should be able to demonstrate the following experiences, skills, and competencies:

Government Affairs – Experience working with or for Egyptian authorities (EGAS, EGPC, and/or GANOPE) on the implementation, compliance and management of processes associated with concession agreements for exploration and production activities in Egypt.

Joint Ventures – Experience implementing and ensuring compliance with and management of processes associated with Joint Operating Agreements and Joint Venture companies in Egypt, including familiarity with cost recovery requirements and processes.

External Stakeholder Engagement - Experience representing organizations to external stakeholders such as the Ministry of Petroleum, EGAS/EGPC/GANOPE, regulatory agencies, etc. Assist as an in-country representative to facilitate communication with or on behalf of geographically dispersed functional teams. Internal Stakeholder Engagement - Proficiency in internal stakeholder engagement including the ability to share expertise in areas including but not limited to local government and business practices concerning oil and gas. Demonstrated ability to align major IOC practices and processes with local requirements in an efficient manner and coordinate teams and subject matter experts as necessary for external engagements.

Individual contributor - demonstrated ability and willingness to take on a broad set of tasks (drafting formal correspondence, records, materials, etc.) in support of governance and requirements under JOAs and Concession Agreements; work with a range of internal stakeholders to support engagements in Egypt. Building Relationships – an established network within the Egyptian oil and gas industry. Demonstrated ability to build relationships, collaborate, and team with people and organizations with diverse backgrounds to accomplish goals and deliver business results.
